Perhaps you will explain to us exactly what you mean in your

references to the accounting system in the office and the agencies, and the problem of unsecured persons?

All officers who are required to handle money are required to deposit an amount in the Treasury to secure Government against any irregularities. All our shroffs are secured according to the amount which they handle. Every officer who handles money is

required to put up a larger or a small amount some put up $2000

and some $5000. Even firemen are required to put up $25 or so. Is that a condition precedent to appointment?

Yes.

With what department is that ordinarily arranged?

In consultation with the Treasury.

Has any such consultation taken place here?
